In 1934, the original timber Progress Hall was built after much hard work by the Browns Bay Progressive and Ratepayers Association, who were key players in the provision of amenities in Browns Bay.
They lobbied for improved services and raised funds to be spent on recreational facilities, including the purchase of much of the land now forming Freyberg Park. The old Progress Hall was moved to Stillwater in 1980, where it was reused as a hay barn, and the present building was erected soon after.
