The commemorative plaque was built to commemorate the outbreak of the Bubonic Plague in 1894 and located in Blake Garden. In 1894, the outbreak of bubonic plague was serious in Hong Kong. More than 2500 people died at that time. In order to control the situation, the government bought 384 buildings in Tai Ping Shan and then knocked them down. Later, the demolished area was redeveloped by the government into Blake Garden.
