This building was the old City Hall and Jail. It was built in 1905 at a cost of $6,000. At the time, it housed the offices of city clerk, municipal court, council chambers, and the fire hall with quarters for the team of horses (all on the first floor). The second floor of the building was used as a theater, dance hall, basketball court, and a public meeting place. In 1939, the city offices and fire department were moved to the new municipal building on Third Street and Sixth Avenue. Later, the City Hall and Jail were sold to F.H. Keyes, who turned the upper floors and jail into apartments and the first floor into business spaces that housed the Busy Bee Tavern and Maxine's Beauty Shop.
