The first paper mill on this site was established in 1864. This company was known as the Yarmouth Paper Company. After many owners, the mill burned 1870. In 1874, S.D. Warren and George W. Hammond purchased the rights to a soda pulp mill that had been built in 1872, and established the Forest Paper Company. The Forest Paper Company operated until 1923. After its closure the building burned in 1931.
